Chapter 12: Storage Tanks
Colorado storage tank regulations are divided into four parts: (1) aboveground storage tanks (ASTs); (2) underground storage tanks (USTs); (3) release reporting, assessment and remediation; and (4) the Colorado Petroleum Storage Tank Fund (PSTF). Although storage tanks can be used to store myriad regulated and non-regulated materials, the focus of this chapter is on ASTs and USTs used to store petroleum products, which have caused environmental problems in Colorado.

David M. Rau is the Principal Engineer and founder of Paragon Consulting Group, Inc. and has practiced in the UST/AST area since 1986. Dave graduated from Colorado State University with engineering and geology degrees in 1983 and a master’s degree in environmental engineering in 1985. He is a registered professional engineer in six states, is a registered environmental professional in several other states, and provides engineering services to clients throughout the United States.
